Do not reorder elements in --cppfalgs and --libs but use the first occurence.
There should only be -I, -L, -l and -D flags there and those will work
if we only allow the first occurence. Closes bug283.

a total overhaul of the build system (again !)
This form allows you to request diffs between any two revisions of
a file. You may select a symbolic revision name using the selection
box or you may type in a numeric name using the type-in text box.
